Drivers will offer assistance in getting on and off the vehicle
but cannot physically lift or carry passengers.
Most of our vehicles have ramps or lifts, and can be used as

Drivers arriving before scheduled pick-up time will wait until

Who Am I Riding With?
First Capital Trolley (FCT) employees, upon hiring, have a clean Motor
Vehicle Record (MVR), clear Criminal Background Check, and no crimes
against Children or Senior Citizens.
Each FCT driver is trained in Defensive Driving, Wheelchair Securement,
has the physical ability to perform duties, and has Passenger Assistance
and Safety Sensivity Training.
Each FCT staff member receives training on a regular basis.
Rules of Conduct
|First Capital Trolley rules of conduct are listed below. These
rules are enforced to ensure the safety of our passengers and drivers.
Violation of any rules may result in suspension of service.
Abusive, threatening, sexual or obscene language or behavior
will not be tolerated. This included passengers and drivers.
Removal or refusal to wear a seat belt.
Deliberate Fare evasion.
Driver and passengers must maintain acceptable standards of
Eating, drinking or smoking on vehicles is not permitted. Eating or
drinking exceptions may be made for medical purposes on trips in
excess of 30 minutes one way.
Weapons, firearms, explosives, flammable materials or corrosive
liquids are never allowed on the vehicle.
Please remember that service animals are working. Do not pet or
try to talk to these animals. Passengers with service animals are
required to keep the animals off the seats. It is the service animal
owner's responsibility to keep the animals away and restrained
from other passengers.
Any rider engaging in physical assault or any other
illegal behavior will be subject to immediate suspension
and possible criminal prosecution.
Wheelchairs & Mobility Devices
A RIDE, YOU
If you board the vehicle using a mobility device that is not capable of being secured properly, you will be
required to transfer into a seat and use a seat belt for safety purposes.
Wheelchairs must be within 30 inches wide, 48 inches long, and under 600 pounds total weight (rider and
FCT may be unable to accommodate mobility devices larger than these dimensions.
When scheduling your transportation, please inform the dispatcher which type of mobility device you are
using. This will assist in scheduling the correct vehicle for your trip.
All mobility devices must be secured on all four points, lap and shoulder belt.
All mobile devices must be in a forward facing position.
Personal Care Assistant or Escort
Personal Care Assistants (PCA) are welcome to accompany passengers needing additional assistance.
PCA's may ride free of charge. Please inform dispatch when scheduling your transportation that you will
have a PCA assisting you.
Children between the ages of 14 and 18 must have a permission slip filled out and turned in to the
FCT office prior to transport.
Children between the age of 10 and 13 must have a permission slip filled out and turned in to the FCT
office. These must be updated annually. Children between the ages of 10 and 13 will not be transported
more than 5 miles from pick-up.
Children under 9 must have a permission slip filled out and turned in to the FCT office. Children under 9
require a monitor (on our school route) or guardian 18 years or older. Passengers will provide their own
car seats or booster seats when required by law.
You are welcome to travel with your service animal.
Please inform the dispatcher when scheduling your ride that you will have a service animal, how many,
and what type animal will accompany you.
Pets may travel only if the animal is in a secured cage or container that will not allow the animal to
endanger passengers. It is the responsibility of the pet owner to ensure the animal is under control
and off the seats at all times while on the vehicle.
Consideration of other passengers should be upheld at all times.
FCT Director reserves the right to refuse service to any non-service animal at any time.
